Status and scope

These terms describe the conduct expected from people who create an NCQLE account, submit a construction quality lesson, provide supporting evidence or undertake an assigned expert review during the pilot.

Final provisions covering the legal operator, governing law, liability, intellectual property, formal notices and dispute arrangements must be approved and inserted before these terms are treated as the complete contract.

Account responsibilities

Account information must be accurate and kept reasonably current. Login details are personal to the registered user and should not be shared with another person.

• Use a strong password that is not reused for another important service.
• Notify NCQLE if you believe an account has been accessed without authority.
• Do not impersonate another professional or misrepresent qualifications, memberships or authority.

Contributor authority

You must have a lawful basis and sufficient authority to provide the information and evidence submitted. Do not upload material where disclosure is prohibited by contract, law, court order, professional obligation or a duty owed to another person.

The contributor is responsible for considering whether employer, client, insurer, legal or other approval is required before information is provided.

Accuracy and evidence

Submissions should be made honestly, accurately and in good faith. Clearly distinguish between:

• events or conditions you directly observed;
• information supported by documents, records, photographs or tests;
• information supplied by another person;
• professional opinion, interpretation and assumptions.

Do not knowingly omit information where that omission would make the proposed lesson misleading.

Confidential and third-party information

Avoid including personal or identifiable information unless it is genuinely necessary for NCQLE to assess the submission and you are permitted to provide it. Do not use a submission to make unsupported allegations about a person or organisation.

Identifying information may be separated, restricted or removed during triage and anonymisation. This does not remove the contributor’s responsibility for the original disclosure.

Safety and legal duties

NCQLE is not an emergency, regulatory or contractual reporting route. Making a submission does not discharge any duty to make safe, notify, escalate, report or preserve evidence.

Urgent risks and matters subject to statutory, regulatory, contractual, professional or whistleblowing requirements must be addressed through the appropriate arrangements without delay.

Review, anonymisation and publication

NCQLE may request clarification, separate identifying information, obtain multidisciplinary review, record an external referral, return or reject material, withhold publication, correct a published lesson or withdraw it from the public library.

Submission does not guarantee publication, professional endorsement or agreement with the contributor’s proposed conclusion. Only the final approved transferable lesson is presented as an NCQLE publication.

Expert reviewer responsibilities

Reviewers must consider only material properly assigned to them and maintain the confidentiality of review briefs, evidence and professional discussions. They must not attempt to identify a contributor, project, organisation or location from anonymised material.

• Declare any actual, potential or perceived conflict before beginning a review.
• Provide an honest, independent assessment within the reviewer’s competence.
• Distinguish evidence, professional opinion and matters requiring further clarification.
• Do not copy, circulate or use assigned material for another purpose without authority.

Reviewer approval may be withdrawn, assignments may be removed and access may be suspended where these standards are not maintained.

Published lessons support professional learning. They are not project-specific design advice, certification, approval, instruction or a substitute for competent professional judgement.

Users remain responsible for considering the facts, contracts, standards, regulations, design information and risks applicable to their own project.
